Configurable fly-out direction, Sanctuary for protection-tagged addon-less

feat(bar): configurable fly-out direction
The member fly-out always opened to the left of its class button. A new
option (Options panel cycle button and /ho bar flyout left|right|up|down)
anchors it to any side; the default stays left. Anchoring is out-of-combat
only, so a change made in combat applies after it ends.

fix(bar): buff requests no longer colour the bar status
The yellow "unmet request" marker compared a member's wish only against
THIS paladin's assignment, so every other paladin kept showing yellow even
when the wish was fulfilled by someone else or a lower-ranked wish was
active. Requests now colour nothing on the bar, buttons or handle gem —
they feed the auto-planner and the assignment window, as designed. The
fly-out's informational request badge stays and now turns greenish when the
member actually HAS the requested blessing from any paladin.

fix(request): wrap the preference line and grow the window to fit
Three long localized blessing names overflowed the request window's fixed
width. The status and hint lines are now bounded to the inner width with
word wrap, and the window height is recomputed on every refresh to fit the
wrapped text.

feat(planner): sanctuary assignable to protection-tagged paladins
For a paladin without HolyOrders, capabilities are unknown and talent-gated
Sanctuary was conservatively excluded — so it could not be assigned to an
addon-less protection paladin at all. A protection spec tag (manual, synced
or inspect-inferred) is exactly the build that has the talent, so it now
unlocks Sanctuary for that paladin. Clients with the addon keep using their
synced capabilities.
