    Fix release script to avoid version collisions

    Read canonical version from the retail TOC only, and bump every existing
    TOC on apply (not just those with a wiki-reported interface change) so
    all files stay in sync.

    Previously read_current_interfaces overwrote the version with each TOC
    iterated; because the TBC TOC is never updated from the wiki and is
    iterated last, the bump baseline was stale and produced an already-used
    tag.
