Settings in their own window

• Settings, watcher rules, System tabs and Help now open in one centered window sized for forms, instead of inside the sidebar. Sections run down the left; editors and help topics open in the pane with a back link. Move and resize it like any other window; Escape closes it. It stays 95% opaque whatever the window opacity setting is.
• Settings leaves the dock. The gear at the top right of the sidebar, next to the bell, opens the window; the gears in the Watch strip and System lane open it on their section.

Fixes

• Whisper headers no longer overlap: "60 Night Elf Priest" now sits on its own line under the name, and both clip to one line in narrow sidebars. Pop-out title bars drop the detail when it won't fit (hover the title bar to see it).
• Page titles (Watchers, System tabs, editors, Help) and the sidebar's combat status are fenced so they can't run into the back link or the Hearthline title at 220px.
• Locked windows show a small padlock in the sidebar header instead of the word "locked"; click it to unlock.
