New features: 
- Submit for review: when a player adds a new note for a player that already has an exisiting note, it submits the changes to review for an Officer in the guild.
- Review system for Officers to update notes based on new submitions. 
- Manual full sync button.

Changed:
- Deleted entries no longer have notes for them in the SavedVariables db.
- Fully sync data when db is older than 7days. 
- Remove deleted entries from db after 30 days.

Removed:
- Automatic full data sync on login/reload.

Fixed:
- Fixed issue with saving notes for Griefer status that were being synced as Safe.,
