Bug Fixes:
- Switched to using dialog:Open() for the config menu

QoL Changes:
- Updated TOC to reflect AddOn category.
- Icon now shows in the AddOn menu, pulling from the Media folder.
- The '/glr event' command has been expanded. It now defaults to the Lottery Settings config menu.
- '/glr event lottery' and '/glr event raffle' will bring you to the specified config menu.
- New '/glr whisper' command, brings you to the Whispers config menu.
