    fix: arrow was not showing for certain quests

    allow multiple ids for the same zone name eg 85 & 86 for Orgrimmar
    (certain quests in Orgrimmar were not getting coordinates eg #21012 'Join the Horde' and #26641 'Preserving the Barrens')
