Fixed bug where /gw toggle would not completely hide gem counters.  Fixed bug where initial scan after load would not always function properly.

Updated for the 4.0 patch.  Gemwatch can now automatically determine if a character is a Jewelcrafter, and set the display of Dragoneyes appropriatley.  This can still be manually toggled with /gw Jeweler.  Integration with the new stat panels is coming in a future release.
