• Build and publish from CI instead of the CurseForge webhook
  CurseForge packaged straight from a push webhook, which meant a tag went
  live whether or not the suites passed. Nothing ran them.
  The workflow runs Tests/run.sh before the packager, so a red suite stops
  the release. It also needs the project id in the TOC, since the packager
  reads it from the checked-out tag rather than from the hook URL.
  Pinned to ubuntu-24.04 because the tests need lua5.1, which noble carries
  in universe; a newer image could drop it. Tests/run.sh is invoked through
  bash as it is not executable in git.
