Show amounts the API could not work out as X in item descriptions
Blizzard's description API answers 0 where it cannot work an item effect out for the character ("Restores 0 health over 18 sec"). Replace those zeros with X using the ENPanel rules (Tools/scaling.py --zeros-only), which leave every non-zero figure alone. 221 Retail descriptions change; nothing else in them does. Show unresolved item amounts as X
An item's figures belong to the item and are shown as written, but where Blizzard's API could not work a figure out it answered 0 ("Restores 0 health over 18 sec"). Show those as X instead: 221 of the 34,022 descriptions, and no non-zero number is touched. Generated by the zeros-only mode of the English Quest Panel's Tools/scaling.py.

Declare Retail 12.1.7 PTR interface compatibility
Review API changes between live 12.1.5.70448 and PTR 12.1.7.70424. Keep existing client interfaces and add 120107 only to Retail manifests. Compatibility is based on source inspection and offline checks; PTR gameplay has not been verified.
