• feat(groups): organizer add/remove empty groups in All Groups tab
  Give the organizer structural control over the group plan from the All
  Groups tab: an "Add empty group" button and a per-card delete control.
  Deleting a group renumbers the rest consecutively and sends a non-empty
  group's members back to the waiting list (not a kick); non-empty deletions
  prompt for confirmation first. Adds pure Groups:AddGroup / Groups:RemoveGroup
  transforms with offline tests, and a comm test proving empty groups survive
  the indexed SHUFFLE round-trip.
