Cyanide Poison Reminder

Major rewrite/reworking for TBC. Added new registered event for being buffed since the previous triggers weren't enough to handle waiting infront of bosses for buffs/bios. If a Shaman is in your party the notification about missing/expiring mainhand poisons is blocked to allow windfury totems.
