CursorSpellTracker v0.11.37 Public Beta

Hotfixes and improvements:
- Disabled the hidden Blizzard Cooldown Manager backend.
- Fixed camera/right-click interaction issues caused by Blizzard CDM frame state conflicts.
- CursorSpellTracker no longer activates, hides or depends on Blizzard Cooldown Manager frames.
- Kept confirmed spell replacement handling for Shaman Healing Stream Totem -> SST.
- Added Shaman Surging Totem / Healing Rain replacement handling.
- Confirmed Divine Toll spell handling remains functional.
- Kept the CurseForge project link in the in-game information page.
- Continued using the stable v0.11.36 behavior as the release base.

Notes:
- This version intentionally does not use Blizzard CDM as a hidden backend anymore.
- HST/SST and Surging Totem should be tested by Restoration Shaman / Totemic users.
- Cursor display behavior is based on the stable no-CDM-backend test build.
