Community Raid Ledger 1.1.2 - Sync Reliability Update

Synchronization
- Fixed a bug in the outgoing communication queue that could discard packets when World of Warcraft throttled addon messages.
- Throttled packets are now kept and retried with adaptive backoff instead of being lost.
- Offline or unreachable members no longer block synchronization for the remaining users.
- Added a party/raid addon-channel fallback for authorized cross-realm members when a direct addon whisper is unavailable.
- Added packet-count integrity checks for full ledger snapshots.
- Incomplete snapshots are rejected instead of being applied with missing data.
- Receivers automatically request a fresh sync when an incomplete snapshot is detected.
- Successful full synchronizations are acknowledged back to the Administrator or Officer.
- Repeated automatic full-sync requests are now coalesced to prevent duplicate data from flooding the queue.
- Synchronization target names are normalized before transmission for more consistent Name-Realm handling.

Compatibility
- Existing 1.1.x SavedVariables, transactions, users, roles, access logs, bank data, inventory data, auctions and language settings are preserved.
- 1.1.1 clients can still receive sync data, but updating all participants to 1.1.2 is strongly recommended so both sides use the new integrity checks and recovery system.
