    Add Ace3 library and update TOC for embedding

    Integrated the Ace3 library and its components into the project under libraries/Ace3/. Updated Click-To-Cast-Tooltip.toc to version 2.0.1 and replaced OptionalDeps with embeds.xml for proper library inclusion. This enables usage of Ace3 features and prepares the addon for advanced configuration and modularity.
