Cast Bar Control

This addon allows you to:

 - unanchor the cast bar from the target frame similar to the player cast bar,

 - move (x, y), and

 - resize (+/- x%).

All the parameters can be controlled directly in Edit Mode where the bar can be moved either manually or using sliders for fine positioning. 

Note that the manual motion in Edit Mode is only possible when the bar is not anchored to the target frame.
