Fixes
- Inspecting players no longer shows an empty gear panel. BlitzStrat
  was clearing the inspect buffer for every inspect in the game,
  including ones triggered by the built-in Inspect UI. It now only
  touches inspects it fires itself, and pauses its background spec
  scanner while the Inspect UI is open.
