Add animated rank glow borders and upgrade panel to paper doll

Paper doll slot icons now show animated gold/silver/bronze glow when
the equipped item matches a BiS #1/#2/#3 ranking. Hovering a slot with
rank #2+ shows an upgrade popup panel with higher-ranked alternatives.
