[All] Updated ToC files for all latest versions of WoW
[All] Implemented fix for ASCII bar percentage
[All] Implemented version checking for TipTac. Due to changes in later versions, TipTac skin will only work with TipTac version 25.08.13 and higher. If you have "Use TipTac skin" enabled, but do not have this minimum version, a message will be printed for you to upgrade, and TipTac skins will not be used. This is done to prevent errors from popping up when older versions are used.
