    v2.10.0: Fix Midnight M+ charge display and instance layout

    - Fixed action bar charges not showing in M+ combat using C_ActionBar.GetActionDisplayCount pattern (from LibActionButton-1.0)
    - Fixed action bars switching from 1 row to 2 rows when entering instances by pre-caching Edit Mode settings
    - Improved Utils.IsValueSecret to use issecretvalue() global as primary detection
    - Simplified charge display code using Blizzard's display-ready API
