MountSafe Emotes

 * Initial localization. French *should* be working, but who knows. Much thanks to Curse user Umbara for the help!
 * Ability to "intercept" emotes entered in the chat window while mounted. You don't need to do "/ms emote" when typing emotes interactively, but you still use that for emotes from macros, from SuitUp, etc.
 * French localization hasn't been extensively tested. Please let me know if it breaks anything.
 * This is the second attempt to upload, because Curse won't let me promote a beta to a release and change the file name, but also won't let me place a Release that is the same bits as the beta, because of course you always want to change code after testing and before release.
