Optimized the buff/debuff icons to avoid constantly creating/destroying windows on every frame. You should now be able to turn on all buffs in a high populated area without a major impact to framerate or memory.  Additionally, Buffs/Debuffs with only 1 stack will not show the stack number.  Added a setting to omit buffs with an expiration greater than a player defined threshold.
