A full rewrite of Custom Skill Framework for Skyrim VR.

All Glory Goes To Father God

This wasn't an easy project, but it's now stable and working reliably. The only remaining issue is a minor cosmetic one:
- A mock skill wheel briefly appears before the actual perk tree opens.
- Simply click any skill on the mock wheel (I recommend the skill you're currently on), and the real perk tree will load.
- The only instability I've found is if you rapidly scroll through roughly 8 skills in the mock wheel at once, which can cause a CTD. Under normal use, it's stable.
