A full rewrite of Custom Skill Framework for Skyrim VR.

This wasn't an easy project, but it's now stable and working reliably. The only remaining issue is a minor cosmetic one:

• A mock skill wheel briefly appears before the actual perk tree opens.
• Simply click any skill on the mock wheel (I recommend the skill you're currently on), and the real perk tree will load.
• The only instability I've found is if you rapidly scroll through roughly 8 skills in the mock wheel at once, which can cause a CTD. Under normal use, it's stable.
