Tweaks the Reduce and Recycle lot challenge, making the Waste Manager NPC more useful.
What's new
- Improved overall waste manager autonomy
- The lot chalenge is now also added to Rental lots by default
- Added proper support to dumpsters
- Adding trash to an overflowing trashcan will no longer spawn garbage piles around the object
- The waste manager will now empty your trashcans if you're on a different lot, and you'll receive a notification when you arrive
