Vendor Tweaks

A few tweaks for vendor stalls

1. Able to hire vendors when the stall is moved off lot (I've been getting into using the T.O.O.L mod more, and I've tried to place vendor stalls off my lots. Unfortunately, you're not able to hire vendors when you move them off the lot.)
2. Cost of hiring decreased to §0
3. Max number of vendors allowed increased to 50 (just to note, this could potentially cause lag for some people. There is usually a limit for a reason)
