Royalty and Legacy NPC Definition

Requires the XML Injector.

This is R&L's NPC definition. When it gets down to it, there's not too much here because other NPCs are tied too closely to other packages to separate. Use this to define the Information Broker. You can also set a Sim to be a Former Frog, even though that's not an NPC. It won't define them early. It will set their eyes to be froggy, but they can be changed.

The Tutor Sim is defined by the Super Mentor trait. Since this is a reward trait, I didn't want to touch it. I've removed all restrictions on it, though. So, unless you want an incompetent Tutor, make sure their skills are high!
