You can apologize via text! Pick a sim from the relationship panel and choose Social ---> Apologize
For the interaction to appear, your sim has to have performed mean socials and/or the other sim has negative sentiments towards your sim.
Keep checking if they've replied:
Based on how much time has passed, you may see the message has been delivered or read or that the other sim is typing.
Your sim will become tense but eventually they'll be forgiven. This will also remove any short-term negative sentiment, reduce the value of long-term ones and add a short-term close sentiment.
