Rain Puddles Fix

I recently realized that in all the time I've had the Seasons pack and all the many times it has rained, I have never once seen a mud puddle spawn in my game despite knowing that they're supposed to spawn. It turns out that the issue is with trying to test for the eco footprint when Eco Lifestyle isn't installed. So if you have that pack, you don't need this; otherwise, this will allow puddles to spawn as they're meant to whenever it rains.
