Property Owner Fixes

Fixes 2 bugs where the following interactions were missing:

• inspect and maintain
• replace broken/burnt object (during property owner events)

Because of that, it was hardly possible to sucessfully play as a property owner.

What this mod does on top:

• it fixes an issue where the repair  or replace property events could not be completed by replacing an object, just by repairing it
• makes all property owner event starting notification orange on the pinboard so they cannot be missed so easily

Let me know if you have other issues with property events not working, I might be able to fix those as well.
