NPC Household Variety Fix

Fixes EA's NPC generation, which floods the world with single-Sim households instead of using the game's varied family, roommate, and couple templates

- Multi-sim households now generate for Sims created before the world finishes loading. These previously came out as single Sim households.
- Occult and special-NPC detection reads the game's own list, so it stays correct as packs add characters.
- Occult region checks defer to Home Regions settings when that mod is installed.
- Some households were losing their unrelated adult and abandoning children without caregivers. That template is now de-weighted to reduce the risk.
- Diagnostic logging and debug commands no longer ship.
