No Pet Toybox Starting Objects

Pet toyboxes will no longer come with free toys when you purchase them on your lot.

On the other hand, toyboxes on certain Community Lots (vets, parcs, playgrounds and forest parcs) will come with a larger variety of pet toys when using this mod. This also includes the special pet toys that can only be found in debug.
