Less Autonomous Talk to Plants

Sims will only autonomously talk to plants when they're on their home lot. Only the following Sims will autonomously talk to plants:
- Sims with a gardening skill level of at least 9
- Sims with a gardening skill level of at least 5 and one of the following traits: insane, super green thumb, loner

These Sims will also only do it if their social needs are at least in the yellow.
