Less Autonomous Check on Toddler - Main Module

Makes sims check on toddlers less.
I do not reccomend install the main module on its own. Always install the givemilk package in addition because that overrides the minor check on toddler social that is used most frequently.

If you have no interest in the main mod functionality (tuning down autonomous check on infant interactions), you can of course use the other modules on their own.
