COMPLETE Bucket List Goal Fix

Fixes several bugs and annoyances with bucket list goals.

Currently included are:

• travel: Goals to spend a whole day in a certain neigborhood will complete after 8 hours instead of 24.
• basketball: Sims will no longer only be able to get the bucket list goal to win a dunk competition when they are in San Myshuno. EA made this restriction in order to avoid people who don't have City Living to get the basketball related bucket list goal, but that way, it is extremely rare to ever get it at all. Simply delete that mod module if you don't own City Living.
• steam room woohoo: Fixes a bug where it would be impossible to fulfill the steam room woohoo bucket list goal.
• dumpster woohoo: Fixes a bug where squeamish Sims would roll the bucket list goal to have a dumpster woohoo even though the game does not allow for them to actually have one.
• costume party: Players without the Deluxe content can now fulfill the bucket list goal by hosting a spooky or house party instead of a costume party. (Throwing a costume party will of course still fulfill the goal as well.)
• climb mountain: Fixes a bug where Sims were unable to fulfill the climb mountain bucket list goal.
