Get to Work Mods - Burglar Handcuffs Animation

Adds the Get to Work handcuffs animation when arresting a burglar. It's still not as it was in Sims 1, 2 and 3, but at least there are handcuffs now instead of just nothing.

Also makes babys, infants and toddlers not get the long negative moodlets from burglars as they are too young to understand and care for the concept of burglars imo and their livespan is also too short to be in a negative mood for so long.

Required Packs: - (Get to Work is needed for the animation package, the buff fixes are Base Game compatible.)
