Fix - Center timer text
Fix - ReloadUI was not enabling buffs to work right until expressions were rebuilt. This was not a huge issue as entering combat automaticaly builds the expressions.
Fix - Static Text not showing.
Add - New config setting /triggers config MaxHeaderSize [value] to set the max font size of static texts in notifications.
Add - Set max font size of notifications static text to 150 adjustable by the above command.

Add ability to create new Abilities when configurz is open. The currently edited notification has a yellow border, clicking on a side will create a new ability with the size and orientation of the clicked side. Right-Clicking creates a new notification.

Fix - Encounter Manager not recognizing mobs that others are targeting and thus not assigning the appropriate combat encounter. This occurs when you are not targeting a mob in an encounter since it was only counting on your targets. Now relies on your and the groups targets to distinguish encounter.
