Rustytotem:
    - Added cooldown tracking. Updated version number. Fixed some combat related bugs. Added ability to change cooldown update frequency. Added ability to lock and unlock movement of the action bars.
    - Fixed background of action bar not picking up mouse events, which allowed them to "fall through". Fixed/enabled dragging items and abilities between action bar slots.
