BankIt Fixup

reinstated bankit.debug as a toggle chat command, as it was disabled as part of testing. oops.

item mover code now dynamically  determines ranges for relevant storage, instead of using arbitrary static values. so it should be able to work on any number of vaults or bag sizes.
