Solder: Sodium & Iris Optimization Fix

Restore a small Sodium optimization disabled by affected Iris combinations.
Restore Sodium's fast fog and sky-color sampling in affected Sodium and Iris combinations.
Solder is a small compatibility fix that reduces some rendering work when that optimization has been disabled. It needs no configuration and stays inactive when there is nothing to fix.
It is not a general FPS booster. Its effect depends on the particular Sodium and Iris releases you use.
The original optimization is Sodium's work. Sodium is by CaffeineMC; Iris is by the Iris Shaders team.
