This is a resource pack, not a datapack. That means it goes in the resourcepack folder.
Make sure that no other resource packs are overriding Lapis resources, as that could prevent them from showing. Just move it up in the priority in the resourcepack list.
1.14.4, broken as in the models aint right, it looks like a dispenser with a red block above it? super weird, it only seems to work if I disable my other resource pack for better furnaces but I don't know how they would interfere... The item icons dont work right either though even if I get the models to work. I do have forge.
You have a conflicting resource pack, you've discovered that yourself. Resource packs can override each other, which is why you can move them up and down a load order.
Can you give a link and I'll see if I can provide a merged resource pack.
If you want to try and merge them yourself, then what you have to do is go to assets/Minecraft/models in each of the resource pack zips, find the files that are the same name in each.
In those there should be lines that have terms like override and predicate. You need to copy all those lines from one resource pack, to the other. Make sure the override number is in order of ascending. Then, put that resource pack higher in the order, and it should work. Make sure to correct the commas ( , ) at the end of the lines.

I'll need more information than that to fix it.
What version are you playing in?
How is it broken?
Do you have forge installed? (forge can break my datapacks sometimes)
Are there any errors in the console log?
