Adds Custom loot, Fishing rods, and Sea Creatures to vanilla Fishing.

- Actually removed the Coral Leech.
- Added 3 Developer Rods, any can be accessed using /Loot Give @s.
- Added Luki’s Fishing Rod, which increases Sea Creature chance to 100%.
- Added the Atrocious Rod, which decreases Sea Creature chance to 0%.
- Added the Booty Calls Rod, which increases Treasure box chance to 100%.
- Fixed issue of Sea Creatures sometimes being caught in the water, and not lunging forward.
- Fixed issue where if a Zombie Sea Creature were underwater for too long, it would turn into a drowned and lose its Loot Table.
- Made Later Sea Creature tiers more rare.
