Added the Starpower Disperser to the game, an item used to make various astral sorcery recipes more expensive.
Changed Recipes of:

- Stellar Refraction Table
- Ritual Pedestal

Astral Config Changes:
Removed aluminum ore from ore generators.
Removed numerous liquids from the evershifting fountain neromantic prime compat.
Allowed Techreborn ores to spawn in astral rituals.
Prohibited embers, thermalfoundation, BOP, and railcraft, immersiveengineering, and abyssalcraft ores from spawning in astral rituals.
Set Perk level cap to 50.
Reduced default aevitas regen to regen 1 and potency to from 1 to 0.5
Reduced the armara ritual range from 32 to 16
Nerfed the Vicio Ritual range per lens from 16 to 12
Nerfed the evorsio ritual range from 13 to 10
Nerfed horologium range from 16 to 6.
Nerfed mineralis ritual. Potency reduced from 1 to 0.5 and ore generated per cache to 1.
Nerfed octans maxfishticktime from 500 to 1800 ticks and minfishticktime from 100 to 200 ticks.
