More balancing!

Ars Spell changes:

Increased base damage for Harm and Flare spells, and increased the effect of Amplify on them as well.

Increased Healing from Heal from 6->50, and doubled its effects from Amplify

Removed the cap of Amplifies from several spells in general.

In an attempt to promote exploring not feeling so punishing on the players who do so, or who prefer to explore to find a good home site over building closer to spawn.

This change will make balancing as a whole easier, hopefully.

Several other small tweaks not worthy of mentioning.
