Onto Phase 2!

- Changed the Catalyzer multiblock to be simpler and smaller. Added a new multiblock based around a Pressure Chamber which is an upgrade to the Pressure Chamber that uses Mana instead of pressure.

- Lots of recipes simplified and made saner, as well as giving more uses to existing stuff.

- Blood Magic t1 slate Mana cost made 10x cheaper if you want to make them with Botania.

- Quests currently lead up to obtaining Steel and MV capacitors/cables.

- Do /bq_admin default load after updating.

NOTE: This can be updated to fine without starting over if you're decently into the progression already as it contains minimal map changes, and I wanted to release it because it fixed a ton of issues I found while playtesting, and the next thing to do involves a lot of building so it may be a while before I have an update worth uploading.
