3.1.0 - The Re-Tool

First major update on 3.0

- Reworked several aspects of Apotheosis regarding weapon affixes, stats, gems
- Bow damage should now scale better
- Archer Smoke Bomb now marks blinded enemies
- Mage now scales off of custom staff/wand affixes, no longer needing school specific gear
- Mage Snatch now marks debuffed enemies 
- Melee weapons are now re-classified back into light, medium, and heavy archetypes
- Shield bash now cleanses all negative effects in addition to marking slowed enemies
- Engineer Detonate is now even more explosive
- Engineer damage now no longer automatically scales, guns can get affixes again and specific gems as well
- Gun range now scales with projectile speed
- Sniper damage reduced from 30 to 20
- Burst rifle damage reduced from 5 to 4
- Eating food now removes only the Hunger effect instead of every negative effect
