XP Obelisk Additions

Updated to Minecraft 1.21.1 and now available for NeoForge as well as Fabric (built with Architectury). Needs XP Obelisk 0.5.0 or newer plus the Architectury API.

New: the XP Enchanter, an enchanting table built for automation. Place it with its input side against an XP Obelisk and it pays enchant costs from the obelisk's stored XP. Pick a level from 1 to 30 in the GUI, then trigger it with the button or a redstone pulse. Hoppers can feed items and lapis in and pull results out. The queued item floats above the block, and a comparator reads 15 when it is ready to enchant.

Also in this release: the XP Item Inserter keeps its inventory through reloads, only accepts XP items from hoppers, can be placed by dispensers, and rotates correctly in structures. The Hiccup effect no longer creates ghost items. The Rebark'n Staff is safe with stripped blocks from other mods.
