- Support for Serene Seasons mod temperature changes readded

- Support for snowstorms working any cold biome, or biome determined to by cold by Serene Seasons

- A more permanent solution to storms never spawning, storms will spawn but less often if you are not in an area with a good mix of warm and cold biomes, configurable

- Add configs for snowstorm

- Tweak sky darkening to go full dark during storm to improve compat with shader mods sky effects

- Extend render range of weather based particles by 4 so clouds and tornado render more correctly in terrain fog

- Double max weather particle count limit to mitigate tornado particles getting removed sometimes
