Waystones

- Added Redstone Torch modifier to Warp Plates, which prevent it from teleporting
- Added `allowEveryoneToManageGlobalWaystones` as a simpler alternative to now deprecated `allowedVisibilities`
- Added world gen tags for new waystone types (empty by default)
- Fixed invalid visibilities being configurable for `defaultVisibility`
- Fixed typo in default visibility option
- Fixed `defaultVisibility` not always being respected
- Fixed waystones index not being updated with default visibility, resulting in global waystones not appearing immediately
- Fixed crash with chunk multi-threading mods
- Fixed integer overflow in xp cost marking waystones wrongly unaffordable when the player has too many levels
