WatchDog Anti Cheat

- Updated to the latest forge.
- All changes done on 1.19.3 have been backported to 1.18.2

- Fixed the multiple kick messages being sent when a player is kicked from the anti cheat.
- The generated mod list should generate now in the early stages of the mod being loaded.
(This was done so if any client side mods were added to the server it will generate the fully
list even with the client side mods since this is no longer done on the client. This was done
because some client side mods will crash when they are on the server.)

- Now when any changes are done to the server config the whole server must be restarted!
- Fixed an issue with more than one player not being able to get kicked from the anti cheat. (Stopped working after one user tries joining)
- Fixed an invalid path error.
