Added 2 Flares for arrows, slotless modifiers that add just that little bit extra visuals to make it look cool. Thanks to _XyJ_ for the ideas.

Added Paper fletching and the looping trajectory

Fixed an issue where Velocity would not work

Fixed an issue where Power would not work on Tinkers Arrows

Fixed a fatal flaw where shooting arrows on a server would crash that server

Fixed other issues

Nerfed arrow damage to scale slower with materials of higher base damage
Nerfed Fininishing and Chaining to not be so strong
